Help: how to convert perl script to awk in windows2003 server environment

For the following perl script, can anyone help to convert it to awk statement in windows2003 server environment ?

Certain versions of AWK have a sort function, others do not. Here's an insertion sort.

And, the command line...

$ awk -f test10.awk input10.txt

It gives us this output sorted by the third parameter, "$3" on line 8 of the code. You'll have to decide how you get you key. Here's the output.
