Transpose a file

Note: C_No :: a/a=most frequent similar double letter in ID1 then it will be = 1
b/b=second most..................................ID1 then it will be = 3
a/b=...................dissimilar....................ID1 ...................= 2
Same applies to all IDnames but IDtypes may change
