With "where id =", you only need a bare number for the id, so get rid of the single quotes also. With "login = ", you need to put the $USERH inside single quotes, but you already have $CMD1 single quoted. They don't nest. You need to change

'$CMD1'

to
Code:
\"$CMD1\"

in the su line. By the way, there should be no spaces after "QUERY=".
