ok the o/p is different now use the below:-

perl  -wnl -e ' /START/ ... ! /\w+/ and /\d+\s+\d+/ and print  ;' infile.txt

or
perl  -wnl -e ' /START/ ... ! /\D+/ and /\d+\s+\d+/ and print  ;' infile.txt
or
perl  -wnl -e ' /START/ ... ! /\d+/ and /\d+\s+\d+/ and print  ;' infile.txt

if you want only the first raw with numbers from each paragraph (first number):-
