sftp without locale

Hi all,
today i encounter one weird problem.
I tried to do the sftp of one file from one server to another and try to load that file in some datawarehouse with a informatica(extraction,tranformation and loading tool) . But the tool is rejecting all
later i found that there is some problem in the character's of the original file and sftp-ed file(new file).

i checked the locale -a in both the machine and found that
en_US, en_US.UTF-8
these two locale are not present
so i want to ask is it bcoz of these locale that the origianal and sfted file
having the differnce and if yes
then how can i sftp the file so it would consider these locale

i can't install the these 2 localeSmilieSmilieSmilie on server

sftp-server - SFTP server subsystem SYNOPSIS

sftp-server implements the server side of the SSH File Transfer Protocol as defined in the IETF draft-ietf-secsh-filexfer. sftp-server is a subsystem for sshd(1M) and must not be run directly. There are no options or config settings. To enable the sftp-server subsystem for sshd add the following to /etc/ssh/sshd_config: Subsystem sftp /usr/lib/ssh/sftp-server See sshd_config(4) for a description of the format and contents of that file.
