A sed command could help
Code:
 sed 's/^\(.\{8\}\).\{7\}\(.*\)/\11234567\2/' yourfile.txt

one in awk :

Code:
awk '{ print substr($0,1,8)"1234567"substr($0,16)}' file_name.txt
