In this case there is no need to substitute ; with space as ksh-ji did.
You can simply say

 head -1 inputfile

Where am I miunderstanding the requirement?

Maybe need to remove chr(13)
cat dosfile | tr -d "\015" > file
after that works my script.

If you have not ksh, maybe bash ?

you head command doesnt work, still after all the characters there are chr(13) and chr(10).

cat dosfile | tr -d "\015" > file

Im not sure if it works yet because it cuts more then first row ;/

Why dont you trim the chr(13) and chr(10) the way ksh-ji suggested after doing head -1.
Else Please share the output you got with my command.

Reading more carefully the real need, this is my answer ... 1st remove chr(13) and then print out without newline.
Code:
echo -n "$(cat orgfile | tr -d "\015"  | head -1 )"  > newfile
