how can we know how many consecutive lines need to be prefix the fixed-position key?

if it is constant consecutive number, let's say 4, below may help you some.

input:

Code:
this is line 1 with key key
asdf
sdfkjl
lasjkdf
this is line 2 with key yek
ajf
ljskad
lsjakf

code:
Code:
nawk '{
if (NR%4 ==1)
  key = substr($0,21,7)
print key"-->"$0
}' file

output:

Code:
key key-->this is line 1 with key key
key key-->asdf
key key-->sdfkjl
key key-->lasjkdf
key yek-->this is line 2 with key yek
key yek-->ajf
key yek-->ljskad
key yek-->lsjakf

Do you know you still have not explained the problem properly, you say your key is from 22-30 and 32-51 but in your example it is less than this length.

Anyways...here is my final code...
Code:
nawk 'BEGIN {
   getline;
   record_no=substr($0,4,5)
   key=substr($0,22,51)
   print key $0
}
{
   if (record_no >= substr($0,4,5))
      key=substr($0,22,51)
   print key $0
   record_no=substr($0,4,5)
}' inputfile
