Help with awk logic

I want to print lines that have "IND" or "ind" or nothing in field 2 or 3

file:

abc,IND,IND
def,AMC,ind
ghi,IND,AMC
jkl,,
mno,,IND
pqr,IND,,
stu,AMC,AMC
vwx,DEL,AMC
output needed:
Quote:
abc,IND,IND
def,AMC,ind
ghi,IND,AMC

mno,,IND
pqr,IND,,

Code i wrote:

'IGNORECASE' is GNUism.

nawk -F, '$2 == "" || $3 == "" || tolower($2) == "ind" || tolower($3) == "ind" ' myFile
