Can help me explain this script?

myFile="./File"
myCell=""
while [ 1 ]
do
        read myCell || break
        echo ""
        echo "***************************"
        echo "$myCell"
        echo "***************************"
done < $myFile

this is ksh.
Can help me change it into csh?

An infinite loop, usually written as:

while :

If nothing is entered, break out of the loop.

this is ksh.

It is a plain vanilla, but strangely coded, Bourne shell script.

More natural is:

while IFS= read -r myCell
do
    echo ""
    echo "***************************"
    echo "$myCell"
    echo "***************************"
done
