cut -d= -f2 file|paste -s -d.

This may also do...

$ awk -F "=" '{print $2}' file1 | paste -d " " - - - - | sed 's/ /./g'
1.2.3.4

I appreciate all the help, I think the cut/paste solution is the best options for what I am actually trying to do.
