problem using exec command

Hello,
i am trying to read one file in which questions are stored and then read the answers from keyboard. Here is what i came up with. But when i run it the contents of whole file gets displayed without taking any input from keyboard. Please help me where i went wrong.

Code:
exec<questions
terminal=`tty`
while read q
do
	echo $q
	read ans<$terminal
done

Alternatively i tried this also but didn't succeed

Code:
#goes into infinite loop reads the first question of file again and again without taking any input from keyboard
exec<questions
terminal=`tty`
while read q
do
	echo $q
	exec<$terminal
	read ans
	exec<questions
done
