From what I have read you can't give a file 777 permissions using umask.

I just found out they are ftping as root. Which is ok because they are on an internal newtwork without being connected to the internet. Will this make a difference in your suggestion.

When I checked the UID and GID for root and a user I got this:

When I went to create a new user I received these messages

How do I check the UID and GID of root??

I keep getting
"su: Your own ID is unknown" whenever I try to su to root.

When you do a lpstat -t it displays all your printers and tty values.
