If you could post the contents of dmesg and /var/log/messages for the slow boot that may be useful to see what's going wrong and what modules are involved.

One doesn't disable a device, usually, just a driver, and if they're handled by the same driver that's a problem.

Since the 7470 is a card as far as I can tell, removing it should do the trick.

Disabling the GPU will leave you with no graphics. If that's acceptable, why not disable X itself?
