Did you try this:

Did you try any of this remove any empty lines from the file:

grep -v "^$" <filename> > newfile

or,

sed 's/^$/d' <filename> > newfile

Hey bud, The line no. 16 is not deleted because it is not empty!
Now that you have managed to delete the 17th totally empty line, delete line number 16 (containing '16' at the beginning of the line)...
