Check it in /etc/security/login.cfg

try interactive restore for 1 or 2 files...

cron daemon must be restarted after chaning the TZ.

oracle database means...it shd be on a file system..

You already know how to reduce the size of a file system .. :)

What is that logical volume contains..
if it is used for paging ...u can reduce it by chps -d ...

If the logical volume does not contain anything ...recreate it :)
