You are running OS X Server aren't you?

Or are you trying to server on a OS X client machine?

It will be located in Applications->Server Tools, I think, on the HD of your server.

If you load up your 'server admin' tool and connect to the server, have a look under Web, go to the 'settings' tab at the bottom and have a look under 'Modules'

Is php4_module checked?

Is Apache configured to handle PHP files?

What version of MacOSX server are you running?
