I think you have some problem with your router not Ubuntu.

Try these:
1. Reboot your router.
2. Just in case, under Ubuntu restart SSH:
sudo /etc/init.d/ssh restart
3. Try connecting again....

Do you have a router? If so you need to open your ports in your router's firewall.
