the -t 0 is time. If you wanted it to reboot in 30 seconds you would do shutdown -r -t 30

Don't forget depending on the gae of the laptop might have a restore partition with Windows already on it which would mean no need for a CD.

But as already said it'll be in the boot options there...

Also keep in mind you can't have more than 4 primary partitions, some vendor PC's (Dell etc) have a hidden primary partition as well.
