You know the saying, once bitten, twice shy? I have attempted to do as you say. Identical software would work on
some systems but not others, and the ordering or the ability to reorder eth0 names broke every other udev upgrade. If it works for you, don't let anyone sneeze on it, because that could just be a happy accident.
Renaming one device overtop another just isn't trivial, it's full of pitfalls and race conditions; the best way to avoid them IMHO is to just not do it. Rename them something the kernel doesn't claim, and you won't have anything getting there first.
