Sounds like the OP wants to slow down the system clock, not keep it accurate. NTP would keep it accurate.

You have to use the test command to do the comparison. Test can be replaced by square brackets as per the previous post.

Note I still think you need to use -print with cpio.

You would be better not to uncompress your file in case you hit the 2GB file size limit.

To list what is in the file use:
zcat...

Probably a PSU issue, sounds like the sort of problem you get when electrolytic capacitors start leaking. It would be worth checking that you haven't got a problem with your wall socket or your mains...
