The shell won't expand parameters or variable within single quotes. So - either use double quotes for the awk command but pay attention to escape the double quotes in the script,
crontab -l | awk...

I don't think expect is really a proper shell, so doesn't do redirections like that.

You can always just run a proper shell to do it for you. I'm not 100% sure I have the quotes the way expect...
