NAME
shisa - API function
SYNOPSIS
#include <shisa.h> Shisa * shisa( void);
ARGUMENTS
void
DESCRIPTION
Initializes the Shisa library. If this function fails, it may print diagnostic errors to stderr.
RETURN VALUE
Returns Shisa library handle, or NULL on error.
