Log into the remote server, where the telnet resides and start troubleshooting it. There may be processes that are consuming a lot of resources, zombies, probably it lacks memory, and has started swapping, there may be a lot of reasons.

MySQL

Check for:
  • /home directory properly mounted
  • nsswitch.conf not using NIS or LDAP
  • Time-consuming scripts in /etc/profile.d
  • top (what's running all the time?)
  • vmstat (is your system "thrashing" -- swapping a lot?)
  • /var/log/messages (IO errors, bad blocks, other)
