Error swapspace utilization.....

i just want to know that is the swapspace utilization is starts, after full utilization of memory space(ie., 100% utilization of memory)????

because i am facing the problem that swapspace utilization is 0% even the memory utilization is above 99%.

please anyone suggest me...im very new to linux.
