"at" command at RHEL 4.4 server is not being executed

I have Red Hat Linux 4.4 OS where i wanted to run a shell at a particular time using "at" command but the shell is not being executed and no error message is appearing on the screen. Please help

i want that the shell automatically run at 19.30 hrs by using command without using crontab.

i have tested it but it is not working at RHEL 4.4 OS. Please guide

To use at, the at RPM package must be installed, and the atd service must be running.
To determine if the package is installed, use the rpm -q at command.
If it not installed, you need to install the at RPM, i.e. rpm -Uvh ....
To determine if the service is running, use the command /sbin/service atd status.
