Can someone please give me the commands to format all the files in HP-UX without formatting the OS.

What do you mean 'format all the files'? Do you want to reformat a filesystem?

If you want to clear all the data from your hpux box, the best way is to export the Volume Group that contain data you want to format.
Command would be:

# vgexport <vg_name>

This will remove all entries of that VG and corresponding LVs.

BUT if you want to overwrite your disks to erase data do this:

# dd if=/dev/zero of=/dev/rdsk/<disk_name> bs=1024k
-it will take some time depending upin size of the disk

I will prefer the first step (vgexport).

If you still have any doubt/clarifications, post them.

Are you trying to delete all data, without effecting the o/s files?
Are you trying to start the system new?

The three key pieces to HP-UX disk setup are:
pvcreate = physical volume
lvcreate = logical volume
vgcreate = volume group create

I would add if it were correctly configured, you would have all OS (and maybe soft) on vg00 and so you could remove all the other vg and recreate them without affecting the OS, but in reality you may fall on temporary files or logs that have been moved elsewhere or swap on external VG:
