Question How to disable time auto adjustment ??

We do not use ntp.conf file. However time's changed automatically.

How can i disbale automatic time adjustment ?

This is not a very specific question. But if NTP is the problem and you are using the standard HP setup, edit /etc/rc.config.d/netdaemons and set XNTPD to zero. Then kill xntpd if it is currently running.

XNTPD is not a problem but we are not using it.

The XNTPD is commented at netdaemons. So, XNTPD is not running.
like:
# XNTPD: Set to 1 to start xntpd (0 to not run xntpd)

Only thing I want is to make the time that it is not changed automatically.

Give a specific example of the type of change you want tp prevent. How often does the time change? By how much? How do you notice the change?

I mean automatic time adjustment. For example: On 30 of October the time changed for GMT +3. Accordingly, the system was affected. It's daylight saving change. As you know in windows we can check or uncheck this option.

That is not a change in time. That is a change in the way that time is displayed. It is controlled by the TZ environment variable which is set in /etc/TIMEZONE.

As I know TZ provides just time zone change. That's good. However I need to disable autoamtic clock adjustment. Can i set it in TZ ?
