usually there are no free inode whose number is less than remembered inode but exception are there..tell me those exception

Difficult to understand your question.

When files are deleted the inode number of those files becomes free. Then the next file created will use the next free inode number which will be a lower number than the highest inode number.

you are right what you said...
and that is naturally generally happens...
but in book design of unix os by maurica bach there it is written...

there are some exceptional cases also where free inode number is less than remembered inode.....which seems impossible...
just let me know if u can find any such cases..

The book "Design of the Unix Operating System" by Maurice J. Bach (1986) largely describes AT&T Unix System V release 2 (1984).

This book pre-dates modern journalling filesystems such as Veritas.

Maybe this is what you mean:

After say a power failure or a system crash it is possible on an old UFS filesystem to get the master block allocation table out of step with the inode table. The unix program "fsck" is designed to repair this situation and this program can re-create files in the "lost+found" directory without knowing the correct name of the file. In this case the inode table does not contain the name of the file but there are disc blocks allocated to that inode.
