If you use ! you probably need to quote it, because it has special meaning in bash, and on my box you seem to have to quote it as '-p!' icmp instead of -p '!icmp'
Also the other problem is if the protocol isn't tcp or udp it won't let you set the port options.
Since icmp does not have ports the eqivalent rule to this:

Because the port will never match on anything but tcp/udp anyway.
