Could you post us the output for the user in question doing these, even if they are just errors as they can be good too:-

id -Gn
sudo id
sudo sudo id
ls -l `whence sudo`
sudo -l
sudo sudo -l
sudo -V
sudo sudo -V | grep Configure

It might give us a bit more if a clue. I cannot replicate your observations.
