pg creates a temp file somewhere, i'd guess in /var/tmp or /tmp. Perhaps the directories filemode is wrong (this happens if overcautious admins set the UMASK of root to something nonsensical like "077" (don't laugh, I have seen that already) and then create /var/tmp (or /tmp) anew.
Along this line I would start investigating.
