Hi,
this obviously depends on how you define level1 support. In my company it is along the below lines but every company might treat things differently
Lvl1 - needs supervision, - fixes easy user- and system problems like password resets, user creations, extension of filesystems, changing filepermissions, simple package installations and alike
Lvl2 - needs light supervision, - Installation and patching of systems, filesystem creation, deletion, migrations, basic troubleshooting, implements policies, basic security management
Lvl3 - needs no supervision - System design, redesign and sizing, enhanced troubleshooting / root cause analysis, ODM work, Clusters, GPFS and alikes, creates policies, enhanced security management
So far I havent seen much segregation of these duties in any of my jobs - most admins do all of these things to some extent - you start with the easier things and are learning on the job taking on more and more of the challenging tasks
Hope that helps
regards
