It is not entirely clear what you mean by this. Unix variants, including AIX, try to use memory as efficiently as possible. This implies the usage of as much memory as possible - for loaded programs as necessary and as cache (for disk and network I/O) if no program claims it. (Basically - the reality is a bit more complicated, but that's the bottom line).
This is the reason why "free memory" is a problematic question: the correct answer is "near to nothing" almost any time, but that doesn't mean that no more memory is available for programs if one should be started. You might want to read
