Thanks Aniseed. I checked that option before and either I am doing it wrong, or it isn't what I am after. This is what I am using (I tried each of the 3 options because I wasn't sure how the parameter was passed):

cat header no_data.msg | /usr/lib/sendmail -t -N"NEVER"
cat header no_data.msg | /usr/lib/sendmail -t -NNEVER
cat header no_data.msg | /usr/lib/sendmail -t -Nnever

The header is created with the e-mail addresses within and then passed to the sendmail as shown.

I think I left some important information out, too. I don't have root or an administrator account. The e-mail accounts are not on the machine, they are external.

NAME

       mailto.conf - configuration file for cups email notifier

DESCRIPTION

       The mailto.conf file defines the local mail server and email notification preferences for CUPS.

       Each line in the file can be a configuration directive, a blank line, or a comment. Comment lines start with the # character.

DIRECTIVES

       Cc cc-address@domain.com
	    Specifies an additional recipient for all email notifications.

       From from-address@domain.com
	    Specifies the sender of email notifications.

       Sendmail sendmail command and options
	    Specifies  the  sendmail  command  to use when sending email notifications. Only one Sendmail or SMTPServer line may be present in the
	    mailto.conf file. If multiple lines are present, only the last one is used.

       SMTPServer servername
