Try to copy the file to a windows PC using FTP. Open the file in wordpad or something similar and Windows should open the file which will allow you to delete the lines you want taken out.
Once completed ftp the file back to the unix server.
Yes, there are command to do this within AIX but I can't remember of the top of my head either.

Example: test.dat has rows, and I want to change value "LA" to "TX" without opening it or without writing it to another file.

Hi,
I want to check whether file has EOL or NOEOL before opening this file in VI editor. My file is very big its in terms of 15-20 MB.
I am using ksh for this.

Just consider there are around 10 lines in a file. Now is it possible to delete the first 2 lines in the file without opening the file. hugetlbfs_unlinked_fd, hugetlbfs_unlinked_fd_for_size - Obtain a file descriptor for a new unlinked file in hugetlbfs
SYNOPSIS

int hugetlbfs_unlinked_fd(void);
int hugetlbfs_unlinked_fd_for_size(long page_size);
DESCRIPTION
These functions return an open file descriptor for a unique, newly-created file in a hugetlbfs filesystem. To avoid leaking hugepages, the
file is unlinked automatically before the function returns.
For hugetlbfs_unlinked_fd, the default huge page size is used (see gethugepagesize(3)). For hugetlbfs_unlinked_fd_for_size, a valid huge
page size must be specified (see gethugepagesizes(3)).
RETURN VALUE
On success, a valid open file descriptor is returned. On failure, -1 is returned and errno may be set appropriately.
