I'm wondering if perhaps you are linking /dev/modem to the wrong device. If you link it to something like ttyS01 (COM 2 in Redhat), and you happen to have a mouse or some other device attached, that will definitely cause problems...
I little trick I was able to use once was to
echo "ATDT5551212" > /dev/ttyS01
You should hear it dial. If not, try another
echo "ATDT5551212" > /dev/ttyS1
echo "ATDT5551212" > /dev/ttyS[0]2
You may have to chenga the example I gave here to suit your specific system...

Hi,
I need to override ioctl operation for a few USB drivers (sierra, option, cdc-acm) on Linux Ubuntu 2.6.34sb2 to support TIOCOUTQ command.
Unfortunately, none of the drivers I mentioned above support TIOCOUTQ because it seems unclear to know amount of data inside a modem.

TCPSER(1) General Commands Manual TCPSER(1)
NAME
tcpser - emulate a Hayes compatible modem
SYNOPSIS
tcpser -d dev -s speed [-l log_level -t tracing_options] ...
tcpser -v port [-l log_level -t tracing_options] ...
DESCRIPTION
This manual page documents briefly the tcpser command.
tcpser turns a PC serial port into an emulated Hayes compatible modem that uses TCP/IP for incoming and outgoing connections. It can be
used to allow older applications and systems designed for modem use to operate on the Internet. tcpser supports all standard Hayes com-
mands, and understands extended and vendor proprietary commands (though it does not implement many of them). tcpser can be used for both
inbound and outbound connections.
