"-ne" is an operator to compare integer values (for being not equal). "[-7]" is a string, not an Int, this is why the test failed.

oci_error - Returns the last error found

SYNOPSIS
array oci_error ([resource $resource]) DESCRIPTION
Returns the last error found. The function should be called immediately after an error occurs. Errors are cleared by a successful statement. PARAMETERS
