Please explain what kind of URL you are trying to open (e.g. http://), maybe give a sample of your scenario.

Do you mean your shell script (or through a Perl script) needs to send an HTTP request through some http:// URL to some machine, whose address specifies a script that on execution will send out some email? Or your local script instead sends out some email after making such a request?

Can you map your question clearly by listing the parties involved in your scenario, e.g. the shell script you are writing, some remote Web server, or some intermediaries and the kind of relationships in between.
