date --reference <file>

You can use the --reference option with GNU date to get the modified time for a give file, and then put it in a machine-parsable format. For example:

Code:
$ date --date yesterday +%s
1124154057
$ date --reference ./example.txt +%s
1124238278

Hope this helps!
