why not give the "nologin" user ksh as the login shell and put code in $HOME/.profile to check for whether $LOGNAME correspond to the "who am i" output? if yes, exit out ... if no, proceed ... (change $LOGNAME and "who am i" as appropriate for your OS) ...

What I'm trying to do is write a script in Perl to find a user and if that user exist it would print "User Exist, Pls Try Again". If The user doesn't exist I'm able to create a user with a password.

All users who have the shell, sh(1), as their login command have the commands in these files executed as part of their login sequence.
/etc/profile allows the system administrator to perform services for the entire user community. Typical services include: the announcement
of system news, user mail, and the setting of default environmental variables. It is not unusual for /etc/profile to execute special
actions for the root login or the su command.
