Your question really is quite broad. Connection from a UNIX system to DB2 UDB is like any other client/server - You need:
1. The DB2 Connect client installed on your UNIX host
2. Appropriate security auths and a valid user/pass defined in UDB
3. To define the host and database directory connection information for the client
It is all well documented in
IBM's DB2 Connect manual.

In some platforms and configurations, neon may be using some socket or SSL libraries which require global initialization before use. To
perform this initialization, the ne_sock_init function must be called once before any other library functions are used.
RETURN VALUE
ne_sock_init returns zero on success, or non-zero on error. If an error occurs, no further use of the neon library should be attempted.
