It's the shell that acts differently based on the contents of the directory. Try this:
cd /tmp
mkdir newone
cd newone
echo [0-9]
touch 5
echo [0-9]
"echo *" would have the same behavior. Put those wildcard expressions in double quotes and the shell won't scan the current directory looking for possible matches. BTW, scanning the current directory can be very expensive. Whether it works or not, depending on the size of the current directory:
grep "[0-9]"
can be much faster than
grep [0-9]

ftp_chdir - Changes the current directory on a FTP server
SYNOPSIS
bool ftp_chdir (resource $ftp_stream, string $directory)
DESCRIPTION
Changes the current directory to the specified one.
PARAMETERS
o $ftp_stream
- The link identifier of the FTP connection.
o $directory
- The target directory.
RETURN VALUES
Returns TRUE on success or FALSE on failure. If changing directory fails, PHP will also throw a warning.
