In 1995 C89 was updated with support for wide chars -

11.00 is an older OS for HP. It never was updated for support.
glibc (GNU libc) has support for it and this shows you where to get the binaries you will need.

You have to have all of the binaries that support GNU C, you can't just pick one routine.
If you're desperate, you can go to
www.gnu.org and download all of the source - thus giving you a chance to compile just your one library routine under HPUX.

vfwprintf, vswprintf, vwprintf - wide-character formatted output of a stdarg argument list

int vfwprintf(FILE *restrict stream, const wchar_t *restrict format,
va_list arg);
int vswprintf(wchar_t *restrict s, size_t n,
const wchar_t *restrict format, va_list arg);
int vwprintf(const wchar_t *restrict format, va_list arg);
DESCRIPTION
The vwprintf(), vfwprintf(), and vswprintf() functions are the same as wprintf(), fwprintf(), and swprintf() respectively, except that
instead of being called with a variable number of arguments, they are called with an argument list as defined by <stdarg.h>.
These functions do not invoke the va_end() macro. However, as these functions do invoke the va_arg() macro, the value of ap after the
return is indeterminate.
RETURN VALUES
Refer to fwprintf(3C).
ERRORS
Refer to fwprintf(3C).
USAGE
Applications using these functions should call va_end(ap) afterwards to clean up.
