No. Unix uses "magic numbers" to determine file types.
Unix cannot deal with Windows files
.dll files are Windows files. Windows COFF files do not work in Unix.

Usually when su rejects an attempt to switch user it responds with "Sorry" but with a certain username on some unix servers the response is "Killed". Using for Windows.
init_tools
Override some of the slower, portable commands with Windows specific ones.
init_others
Override the default link and compile tools.
LDLOADLIBS's default is changed to $Config{libs}.
