OK, I just tried it on SunOS 5.8. I used "telnet localhost" for my test. What they mean is that the login program itself must see 5 failed attempted in a single invocation of the login program. At first that was not possible for root because CONSOLE was set in /etc/default/login. This causes the login program to abort after a single root failure. Once I commented CONSOLE out, root failures got logged.
