First off, check /etc/xinetd.d directory for the FTP entry. In the file (file name depends on FTP used) make sure the disable option is set properly (i.e commented out)
Here is an example.
# Sample configuration file for xinetd
#
defaults
{
instances = 25
log_type = FILE /var/log/servicelog
log_on_success = HOST PID
log_on_failure = HOST RECORD
# only_from = 128.138.193.0 128.138.204.0
# only_from = localhost
disabled = tftp
}
