You need to first try to ping from the host to the ftp server and see if you get a reply.
Did you do that, already?
However, according to your traceroute output, it it looks like you cannot ping, for sure.
Is that right?

I am trying to connect to ftp server and get the files. Also i need to rename the file in other ftp dir.
rename method is not allowing me to rename the file in other dir. When i tried copy command by using net::FTP:FILE then perl says it is not installed.

DESCRIPTION
This agent (ocf:pacemaker:pingd) has been replaced by the more reliable ocf:pacemaker:ping. It records (in the CIB) the current number of
