Makefile missing include path Although the path exists and defined

i have make file which i try to make them generic
but it keeps to compline it missing include directory
this is the makefile :

    INCLUDES = -I/home/vagrant/libuv/include -Isrc
    LIBS_DIRS = -L/home/vagrant/libuv/build

when i make : make -n :

 

       make -n
    g++    -c -o echo.o echo.cpp

    g++    -c -o src/Server.o src/Server.cpp
    g++    -c -o src/sha1.o src/sha1.cpp
    g++    -c -o src/Client.o src/Client.cpp
    g++  -I/home/vagrant/libuv/include -Isrc -o myproj echo.o src/base64.o src/Server.o src/sha1.o src/Client.o -L/home/vagrant/libuv/build -lssl -lcrypto  -Wl,--no-as-needed -Bstatic -luv_a -ldl -lpthread

when i invoke make , im getting this error:

     make
    g++    -c -o echo.o echo.cpp
    In file included from src/Server.h:9:0,

    src/Client.h:6:10: fatal error: uv.h: No such file or directory
     #include <uv.h>

    compilation terminated.

but the uv do exist in : /home/vagrant/libuv/include

The mlib_ImageMulAlpha() function multiplies color channels by the alpha channel on a pixel by pixel basis. For the MLIB_BYTE image, it uses the following equation: dst[x][y][c] = src[x][y][c] * src[x][y][a] * 2**(-8) For the MLIB_SHORT image, it uses the following equation: dst[x][y][c] = src[x][y][c] * src[x][y][a] * 2**(-15) For the MLIB_USHORT image, it uses the following equation: dst[x][y][c] = src[x][y][c] * src[x][y][a] * 2**(-16) For the MLIB_INT image, it uses the following equation: dst[x][y][c] = src[x][y][c] * src[x][y][a] * 2**(-31) where c and a are the indices for the color channels and the alpha channel, respectively, so c != a. The function takes the following arguments: dst Pointer to destination image. src Pointer to source image. cmask Channel mask to indicate the alpha channel. Each bit of the mask represents a channel in the image. The channel correspond- ing to the 1 bit of cmask is the alpha channel. RETURN VALUES
The function returns MLIB_SUCCESS if successful. Otherwise it returns MLIB_FAILURE. ATTRIBUTES
