I wouldn't write most BSD, Linux and UNIX systems do not save a file creation time.
- FreeBSD traditional file system is UFS2 and the trend is to switch to ZFS. Both of these file systems store the file creation time.
- Linux default file system on many distributions is ext4 which stores file creation time too. Some alternatives like btrfs and ZFS do also store it.
- OS X main file system is HFS Plus and it is transitioning to APFS, both store the creation time.
- On the Unix side, Solaris, AIX, and HP-UX respectively default to ZFS, JFS, and VXFS. All three do store the creation time.
An exception is OpenBSD with FFS2.
Given the unfortunate lack of standard for this feature, the ways to retrieve that piece of information will vary depending on the OS. That might be
ls, the non standard
stat command, or something else.

Is there a simple and obvious way to see when an account was created.An account has come to my attention in /etc/passwd and a last on it shows having never logged in and the home directory looks to be a couple of years old.

delete directory - Deletes a directory
SYNOPSIS
cdscp delete directory directory-name
ARGUMENTS
The full name of the directory.
DESCRIPTION
The delete directory command deletes a directory. The directory cannot contain any object entries, soft links, or child pointers. The
master replica must be the only remaining replica in the cell. Use the delete replica command if you need to remove read-only replicas.
Privilege Required
You must have delete permission to the directory and write permission to the clearinghouse that stores the master replica of the directory.
The server principal needs administer permission to the parent directory or delete permission to the child pointer that points to the
directory you intend to delete.
NOTE
This command is replaced at Revision 1.1 by the dcecp command and may not be provided in future releases of DCE.
EXAMPLE
The following command deletes the directory /.:/eng from the namespace: cdscp> delete directory /.:/eng
